Umpire Structure

The umpire structure under the auspices of the Hong Kong, China Rowing Association (HKCRA) is a 3-level system starting from National Umpire, upgrade to Senior National Umpire and finally to World Rowing Umpire. For any enthusiasts to attain a certain level of umpire, he/ she must complete the respective criteria according to the requirements of HKCRA as below: –

National Umpire

Qualifications	Maintain National Umpire Status	Upgrade to Senior National Umpire
Attend Umpire Course organised by the HKCRA Umpiring Committee with full attendance; and • Pass the written and practical examinations.	Provide at least FOUR times of umpiring services in every 2 years OR • Attend the Umpire Seminar organised by the HKCRA Umpiring Committee in every 2 years.	Maintain National Umpire status for at least 3 years; • At least 10 service days over 3 years (minimum of 2 per year); • Committed to umpire service; and • Complete the Senior Umpire Workshop

Senior National Umpire

Qualifications	Maintain Senior National Umpire Status	Upgrade to World Rowing Umpire
• Invitation by Umpiring Committee to Senior Umpire Workshop; • Minimum 3 years as an National Umpire; • At least 10 service days over 3 years (minimum of 2 per year); and • Completion of the Senior Umpire Workshop.	• Continue holding National Umpire Status; and • Provide 2 Chief Umpire services every 2 years.	• Pass the written and practical examination held by World Rowing.

World Rowing Umpire

Qualifications	Maintain Senior National Umpire Status
• Pass the written and practical examinations held by World Rowing.	• Attend the World Rowing Umpire Seminar in every 4 years; and • Maintain as a Senior National Umpire.

Remarks:

1. All the Regatta / Umpiring services referred to the competitions organised or co-organised by HKCRA

or any other competitions which are approved by the Umpiring Committee of HKCRA.

2. National Umpires Seminar: Organise every year.

3. National Umpires Course and Examinations: Organise every year or every 2 years.

4. Senior Umpires Workshop: Organise every 3-4 years.

5. Subject to the approval by the Board of the HKCRA, the Umpiring Committee reserves the right to

amend the requirements whenever necessary.
